If BT's objection is to the initial costs of installation of the enabling hardware in their calderdale exchange(s) rather than customer uptake or subsequent ongoing maintenance, perhaps they could set us a financial target of a contribution that would fund the installation. We could then, as a community group, do our own fundraising and target funding bodies that BT itself couldn't access. The target might be quite daunting, but better that than a flat "no".
As an aside, I am involved in a current bid to the North-West Broadband Initiative elsewhere. Perhaps someone in this area might care to champion a bid? See this page
